What Are Minimum Rental Standards?

Minimum rental standards are a set of basic, legally enforceable requirements that a rental property must meet to be considered habitable, safe, and compliant.

Below are the 12 key categories and requirements:

Locks & Security

External entry doors must have functioning deadlocks; windows must be lockable.

Heating

A fixed energy-efficient heater (minimum 2-star) must be in the main living area.

Lighting

Habitable rooms must have adequate natural or artificial light.

Ventilation

Functional ventilation (openable windows or exhaust fans) in key areas.

Mould & Damp

Property must be free of mould and damp caused by building issues.

Window Coverings

Bedrooms and living areas must have privacy coverings (e.g. curtains or blinds).

Toilets

Must be in a separate room or have a door separating it from food prep areas.

Bathroom Facilities

Must include a washbasin and a shower or bath with hot and cold water.

Kitchen Facilities

Must include a dedicated food preparation area, a sink with hot/cold water, a stovetop, and space for a fridge

Laundry Facilities

If provided, must include tap fittings and space for a washing machine.

Electrical Safety

Rental provider must ensure a safety check by a licensed electrician every 2 years.

Smoke Alarms

Must be installed and maintained as per Building Regulations 2018.
