Final completion stage inspection also known as Practical Completion Inspection (PCI) or Prehandover inspection is the last review of a new build before you take possession and the builder issues the final invoice. In Victoria domestic building work is divided into five stages — base stage for site preparation and slab work, framing stage for wall and roof framing, lock up stage for external walls windows and doors, fixing stage for internal fittings such as cabinetry and tiling, and the final completion stage.
At this point the home should be finished to a high standard with all interior fixtures including cabinetry floor tiling windows hot water systems and other installations in place. Under the Domestic Building Contracts Act 1995 (Vic) a builder must allow you to engage an independent building inspector even if your contract says otherwise. This legislation overrides any private agreement between homeowner and builder. If your builder refuses to permit an independent inspection, you should assert your rights as the property owner and client under the Act. The builder may, however, request to reschedule the inspection for a reasonable time or on valid grounds.
